A proxy war is a conflict where a major power supports and directs a party to a war, but doesn't directly fight in it themselves. The major power, or "principal", uses third parties, such as mercenaries, non-state actors, or less powerful states, to influence the outcome of the war for their own strategic goals. The principal avoids direct action because they may perceive it as too costly, unjustifiable, or unfeasible.
Examine how this has been applied to local communities. It's difficult to fight a war when you do not know who the enemy is.

Something as simple as trash 🗑️.
One community has more than another and is suffering. They don't have the resources to provide a clean environment consistently. Community Two has an abundance of resources for trash disposal but they purposely hored it. Why would they do that? Perhaps the "distributor" of the resources is aware they aren't sharing. This then would provoke those in community one to explore abrasive tactics to acquire resources. Those who allocate the resources to clean both communities don't even live there. They want the war to happen. To further stretch the illusion they're not involved they will stroke the ego of pillars in both communities for sake of a bottom line. Eventually the community that once was clean will have another problem and will lack those resources. Both communities are being played against each other but no cares because hey,
